my billing cycle was completed yesterday only but I didn't get any connects yet. When my connects are going to be restored? Is there any method to contact directly with upwork help and support like chat agent or through emails?

There is no need to hassle Support with this on a Friday night. Your Connects will update some time today.
Where Upwork are it's not even the 19th yet, and Connects always update during the first day of the new billing cycle "at some point" - just be patient. Connects are free, wait!
