Hi,
I noticed that a lot of jobs I applied to were closed without any hire happening, still I didn't get my connects back. Is this normal in my case ?

I checked the job posts you were referring to and can confirm that the clients were able to hire freelancers for the job. In this case, the Connects used for the job will not be returned.

Yes that is correct, only if nobody was hired on the job and the client closed it the connects will be refunded. If someone was hired on the job you will not receive the connects you`ve used to apply on the job. Thank you.

So is it real to start with only 10 free propsal chips a month (3-4 proposals)? I spent over 30 to get not even single reply. And yes i revoked almost all offers because if someone not replying in 5 days and job still open it more likely not serios.
I think then people see no rating then your offer goes always in the bottom also i am not an uprising or minority. I know that it cost low only few cents to write proposals, but it reminds me emails from Nigeria that "you win tons of money and need only transfer $10 so that we can release funds". I never play lottery or casino before. I think will be smart to set some limit and decide then to quit. Just not to make the gamble a habbit.
On another side if budget is 50-100 maybe i should bid $3/hour (just enough to buy proposal chips), maybe my mistake was try to lift some money out of 1st project? or make it just promotional $0 for the 1st 5 projects?
In the end it is maybe fair if you open online store it doesn't garantee sales even if you pay advertisement. It just mean that there is already a high competition and candidates fee is a filter to stop more people join in.

Can I ask why Connects aren't refunded when jobs expire? I understand the terms, so I'll be mindful of the fact that my Connects won't be refunded for any jobs that expire, but I'm not sure I understand the logic. Does that mean clients have the freedom to test the waters with no intention of hiring (because there's no risk to them) while freelancers are forced to spend their Connects regardless? It also seems to me like it allows clients to post their job ad on multiple sites and never return to their Upwork listing should they find what they need elsewhere (if clients aren't allowed to do this, may I ask how Upwork prevents it?) - not ideal for freelancers who have to spend real money on a job application, but maybe I'm missing something.

Let me clear it a bit for all of you.
If the freelancer is expecting that he/she will receive his/her connects back if he/she not hired then it's not like that.
You all will only get your connects refund if the client is not hiring any of the Freelancing from Upwork or the job expires (job expires means the deadline mentioned by the client for hiring freelancer is over). Only in such case, you all are refunded with your connects, or else, there is no chance to get your connects refund if even the client successfully hires a single freelancer.
I hope this helps you all in understanding the policies of connects refund.

Thanks for your reply. If a job expires without hiring any freelancer, in that case, I guess freelancer gets their connects back, because in the past in many cases I got back my connects. But in this case, it did not happen.
