Create Agency

Hi, 

One of my friends recently got his account suspended. I wanted to know if it is still possible to create an agency with him. We wanted to create an agency earlier but I really want to help him with this, because he got his first job and then he got suspended for not being suitable for clients. They said that he sent too many proposals and didn't get any jobs and this might seem like not having good skills in this area. I know that he has the right skills as he helped me many times with video editing.
