Creating a new account

I have someone who deleted her account here in Upwork from a very long time ago and she was thinking of signing up again to get work. Would it be okay for her to create a new account after deleting her previous account before from years ago? If im not mistaken, I have heard that once someone deleted their account they can no longer sign up again anymore.
