I just want to know, why do costumer service give me 30 x 2 new connects although my billing cycle is on 19 Desember 2016?
Are those connects gift for me, and can i use those connects without any problem in the future?

It looks like you have just become a Rising Talent freelancer and the connects were credited to your account as part of this program. You are free to use them to apply for jobs.

If i don't spend all of them before my next billing cycle, will i lost them or are they carried over to the next month?

Hi Ryo,

 

If you are on Freelancer Basic Plan, then your connects don't roll over to the next billing cycle. If you upgrade to Freelancer Plus you will be able to roll over up to 140 connects.
