Does communication with client count as working?

I just start working hourly on Upwork as an assistant. I wonder should I turn on the time tracker when I receive training or discussing with my client? 

My client types very slowly, one simple discussion last 30 minutes. It is a lot of waste of my time. With a traditional job, I surely get paid for those time with training and meeting. Is it a right thing to do with freelancing?

Nhu, why don’t you ask the client? Some clients are ok with paying for time spent communicating but your client might disagree.
