It is non like scam, it is scam for sure.
Also skype without contract is ToS violation. You can be banned for that.
Scammer always will call you outside: skype, telegram, email, whatsapp.. to avoid evidences at platform.

If a proposal looks like a scam, flag it when viewing the proposal and move on.
