As a new freelancer, I understand I need to get liability insurance. Is this included on the services the upwork provides?

There is no such thing.
It can only harm a client's chances of success to imagine such a thing.
A freelancer may stop working on a project at any time.
A freelancer may end a contract at any time.
There is no rule against doing so.
Hence the word "FREElancing."
A client may end a contract at any time.
For any reason.
Or for no reason at all.
If I am a client
with a big project
and a freelancer stops working on it
then I simply assign that freelancer's remaining assigned tasks
to other members of the team.
