I need clarification on the question: "How long do you think this project will take".

Does it refer to the time frame for me to get the work done, or does it refer to the time frame within which I wish to work with the client?

Don't overthink this. You are talking about a canned question that the client may not have read, much less thought about.

The question does not "mean" anything, and there is no "correct way" to answer it.

Use the question as an opportunity to demonstrate that you understand the client's project and you are a professional who can help the client.
