**Edited for Community Guidelines**. has been scamming people with a project advertised as requesting Auto Finance leads from a lead generation specialist. He has a history of not following up on agreements, stealing marketing ideas, and shutting down campaigns early -- not satisfying the full amount of the project when it was over-delivered. Who can I speak with to get this user banned?

Almost... 

 

My vast network of digital marketers had made it clear that he likes to cancel projects when results come thru instead of fulfill the remainder of the agreement...

 

And this includes when overdelivery of quality that goes above and beyond what was asked is provided.

Chris, I am sorry if you had a bad experience while using Upwork, but you are mentioning many things which are not at all legitimate reasons for penalizing a client.

 

A client who hires freelancers to work for him is not "stealing marketing ideas."

 

A client is not obligated to continue working with freelancers that he hires. A client has the right to end a contract at any time. A client can not be penalized for shutting down a marketing campaign early.

 

A client can not be penalized or accused of being a scammer when a freelancer "over-delivers."

 

Upwork is governed by rules and contracts. If a client is violating Upwork rules, or breaking contracts, then those are things that can actually be reported.

 

If you were almost hired by somebody, but were not actually hired, then I really don't see what you are complaining about.

Just to be clear... You are saying that you were never hired by this client...

 

...but you have a vast network of digital marketers?

 

...and somebody in your vast network went above and beyond while working on behalf of a client...

 

And you want to report the client for that and have that client (who is not your client) kicked off of Upwork due to this other freelancer's actions?

 

Do you understand why somebody such as myself, who lacks all of the details you have in your possession, but haven't shared here, might think that this doesn't make sense?

The OP is also inviting clients to contact him directly on his website - a big no-no on Upwork.

Is he? Oh my... did not see that on his website, which to me has the appeal of a used car lot after a hail-storm, but well, that's just me. It may look great to people willing to pay his 745/hour rate, and bragging about him having so many jobs that the client should feel honored should she or he be picked - while not having a single job on upwork.
