Hello - I assume I missed the chance, but wondering if there is any way to bring my feedback/rating from elance to upwork?  or do I need to start from scratch?

Unfortunately, the process of migration profiles from Elance to Upwork was completed years ago and it's not possible to merge or transfer any data over anymore.

No, there isn’t, it's too late.

Yes, you can however, start using your new Upwork account, complete your profile and start bidding on jobs.
