Expiry of Offer Acceptance Time

I have offer from a client that says it will expire on 18th December. When exactly will it expire? When 18th starts or ends i.e. slightly before start of 19th?

Would appreciate if someone can clarify.

Time on Upwork is tracked using UTC, so you might want to check out what midnight UTC is in your time zone.

I am 5 hours ahead of UTC, but I want to ask that offer will expire at 0000 hours on 18th or 2359 on 18th. From now 1630 hours on 17th I have 7.30 hours or one day and 7.30 hours?

Time on Upwork is UTC.

Is there a reason to wait until the last minute to accept or decline the offer?
