How to give feedback to freelancer after ending the contract 2 months back.

The freelancer has an option to allow change to their feedback, its accessed through the 'all contracts page'. They go to the contract in question, click it and go to the 'feedback' tab, then there, they will see an 'Enable client to change feedback' link.
Once they click that, you should be able to.
