Financial transactions limited

Hi!
Today when I logged in to my account, I received the notification "Financial transactions for Farzam Anjum (13414394) have been limited. Please check your email for additional information or contact customer support." Can you please tell me what is this for?
Also, I'm unable to submit proposals to the customers.
