Fixed Price v Hourly Rate

I want to submit a proposal for a job that has a fixed price. Why am I only given the option for indicating an hourly rate?

If you submit a proposal to an hourly rate job, you are given the opportunity to indicate an hourly rate.

 

If you submit a proposal to a fixed-price job, you are given the opportunity to indicate a fixed-price for the milestone task.

The option for a fixed price / milestone was not available on the proposal
format.
Is it because that option must be initiated by the Client? Is it possible
that the Client forgot to activate that option even though he included it
in the job description?

Clients can post a job either for an hourly or fixed-price contract. If the job you're referring to is an hourly contract, then the client will be paying you for the hours you logged. Let us know if you need further assistance. Thank you.
