Flag as inappropriate

Hello,

I am new to Upwork, and I recently applied for a proofreading / editing position.  However, it wasn't until I applied for it and got hired that suspect it is a fraud (no work has been done on my part yet). 

I would like to flag this posting, however I am not seeing the "Flag as inappropriate" link anywhere.  I am wondering is it because I already submitted a proposal for this job?

Can someone pls assist me where I can find the "Flag as inappropriate" link?

Click on the job posting. On the upper right, below Submit a Proposal, you will see the option to flag the post.

But I have *already* submitted a proposal.  

Am I not seeing the "Flag as Appropriate" link because I submitted a proposal?
