Currently, I ma located in Canada, but mostly projects I find on UpWork are for US freelancers only, if I try submitting proposals for those projects, I can not do it... is there a constraint on this?
I would bet that more than half of the jobs listed are from clients looking to hire people from around the world. In the search pages, there is a button that says "US Only". Slide it to off.
If a job is listed in the US-only marketplace, you won't even be able to see it, and definitely not submit a proposal. Other projects are listed with location as a preference only, but I still wouldn't apply to those jobs.
