Hi I just want to know if you submitted a proposal will the client will know who is using a basic and freelancer plus membership?

Clients cant see freelancer plus people applying for the job? So its just the freelancer can see clients with Upwork plus?

Clients can see all freelancers who apply. They can not see if a freelancer is Plus or not.

The client plans are not the same as the freelancer plans. Yes, freelancers can see if a client has a Plus membership (not that it does the freelancer any good, there is no advantage to working with such clients) but clients can not see if a freellancer is Plus, *UNLESS* the freelancer is unwisely hiding their rates or has a vanity-url, in which case clients who know that only Plus freelancers can do / have that, could guess if they cared. Likely they don't care, why should they, it's irrelevant for the client what membership their freelancers choose.
