Freelancer fraud

This freelancer scammed me and asked money off upwork

and i paid him 3000$ and now he has blocked me how do i ghet my money back?

I want to report this freelancer 

i am new to upwork and i didnt knew how things worked can some one please help me to get my money back

The answer is:

Maybe YES. Maybe someone CAN help you get your money back.

You said that you paid off of Upwork, correct?
If that is the case, then Upwork can't help you get your money back, but you can talk to whoever you paid through.

If you paid through PayPal, then you can talk to PayPal.

If you paid through American Express, then you can talk to American Express.

If you paid through Venmo, then you can talk to Venmo.

Etc.
