Freelancer only want 1/2 cause he only did 1/2

I made my 1st contract and it was not a good fit not very good designer. I paid him half cause he only gave me half and that is all he wanted . So what happens to the money they took from my bank account? Is it in escrow for another time or do you refund it?

If you use the client-side user interface to release half of the payment, and the freelancer uses his end of things to accept that amount, then the remaining money will AUTOMATICALLY be refunded to your account within 5 business days.

You don't need to do anything else.
