Hi dear Upwork Support team I have chosen Payooner as payment method but unfortuantely i don't have Payooner card , only i have added my bank account informations there , in this case can i make withdraw to my Payooner account without Master Debit card?

Yes, as long as you have an active Payoneer account you'll be able to withdraw your earnings to it, regardless if you've opted to get the Payoneer prepaid card or not.
