You should also consider adding a project catalog. The project catalog allows you to setup a pre-packaged service that clients can buy without you sending a proposal. Due to higher than usual requests for project catalogs, reviews and approvals are taking a minimum of 10 business days. Read Get Started With Project Catalog for more information.

Are there Freelancers charging to professionally review a persons profile?
I ask because I am offering a project to do Professional Profile Videos, and want to know if such offers are "legal" on UW.
Are any and all supportive actions all right. Say a databaser or graphics designer?
I have hired such as clients already. So I guess no problem?
I dont want to end up in the deep end - I cant swim!

Job postings are expected to be just that. What you are talking about is turning a job posting into an advertisement for your business -- a solicitation for business, not an announcement that you have work available.
I don't have an official answer for you, but I see about 1 solicitation to every 500 or more job offers (not that I've counted). So, you really should make sure Upwork clears you for this. One out of every 500 sounds like it is generally frowned upon. If Upwork turned itself into a site that offered free adverstising, that would kind of be a game-changer. What's to stop millions of businesses from their ads on the job posting pages you find here?

Couple of small things. Creative is an adjective and Copy (as in copy writer) is a noun, so writing "Creative And Copy Writer" is out of balance. You should write "Creative Copywriter," if you want to keep your title roughly the same. But "Creative and Copy Writer" is like saying someone is beautiful and person. An adjective and a noun don't fit together.
Second, you wrote, "Copywriter" with a capital "C" in your write-up. Job titles are not capitalized unless they are very important positions (pope or president) and only with the name following, such as Pope Ronald IV or President Amos Jaberwocky.
Third, it is customary for writers to post writing samples. You should do that.
After that, I just think your write up is not very convincing. You don't discuss your work history or your education. You wrote "full project management," which is odd, because copywriters generally are not given managment of a project.
If you have been given managment responsibilities for projects in the past, you should explain that. What kind of projects were they? What was your contribution? How did the clients benefit from you being in charge?
It would help to include that kind of thing.

Since full-stack development is your skill area, you may want to change "Full stack" in your title to Full-Stack Developer or Full-Stack Development.
Instead of the second sentence in your overview/summary focusing on your passions, tell clients what you can do. Give examples of applications you can build (e.g. "I can design, build and deploy dynamic web and mobile applications, microservices, APIs, and software components.")
Consider adding Full-Stack Development to your skills list. Upwork uses these skill categories to match you with relevant jobs, and to help your profile appear in search results when clients search for those skills.
Add short job descriptions to each job in your employment history. A job description is especially important when the job is highly relevant to the services you provide on Upwork. Upwork uses keywords in job titles and descriptions to match you with relevant jobs.

Your profile does not have enough information to convince clients to hire you. To make your profile more appealing to clients, provide more information in your overview/summary, add more relevant skills, and add a portfolio.
Using your summary to mention your objective to achieve personal and professional goals is a non-starter for clients. Clients come to Upwork with specific needs and they look for freelancers who can meet those needs and get results. In other words, clients are not concerned about your goals; clients are concerned about their goals.
It might be best if you to go through some Academy courses and browse a few articles to update your profile. Make sure your profile is 100% complete before applying to jobs.
After updating your profile, you can post another message and someone can review your updates.

The first thing I notice about your profile is the unrelated skill areas presented in your title and throughout your summary. It's great to have a diverse skill set, but your profile will be confusing to clients who typically have specific needs and look for freelancers who can meett hose needs.
For example, you may want to revise your title to focus on one skill area or related skill areas. The word "Teacher" is quite generic and will not mean much to clients. If you advise or teach on financial planning, you can say something like Financial Advisor. However, if your teaching focuses on something else (e.g., ESL) you should add one or two Specialized Profiles to focus on ESL teaching or any unrelated services.
The same for your summary: you mention education, journalism, and IT and most clients will not need all of these services from you. I suggest focusing your main profile summary on your most marketable skill. Tell clients about the services you can provide based on this skill; your experience providing the services; and why they should choose you to provide the services. Then, create specialized profiles to focus on other skills and use the same approach.
Items in your portfolio span across your main profile and specialized profiles. I recommend including more items related to your skills.
Once you update your summary to focus on specific skills and services, clients will have a better understanding of your services and how you can help them.

Trying to improve in every corner of my profile but as a new freelancer I could not find the solution.

Having a testimonial at the beginning of your overview/summary is okay, but I recommend removing the material immediately following it:
"This is all about my first accomplishment at Upwork."
"Hello Professionals!"
After the testimonials, clients should see your services and how you can meet their needs, which is mostly what you provide in your summary.
Your video introduction, consultation, portfolio, skills, and employment history look good.

You have a few nagging errors in your grammar, but none of them will really hurt you, I think. Your write-up is nicely done, although it sounds like a commercial (copywriting) rather than a personal profile.
I don't like the tone of your opening sentence very much. "My track record ... speaks for itself." This is just a little bit arrogant. Can you change that to a simple statement of "I am an expert ______________ who can provide _______________.
Many people will overlook the tone of that sentence, but I find it a bit off-putting. Other than that, there's nothing particularly wrong with your profile.

Your overview/summary has good information, but it's not enough to convince clients to hire you. Also, don't tell clients that you're "eager to build a career;" clients don't care about your career. Clients care about getting their needs met, which means hiring a freelancer who can meet those needs and get results.
Your experience is there and you mention services. Now, tell clients more about work process and how it benefits them. For example:
Clients are looking for reasons to choose you and the information you provide can help them better understand why they should hire you and how it will benefit them.
Add a portfolio to show samples of previous work or to demonstrate your skills. The portfolio is a chance to make a positive first impression on potential clients. If you don’t have relevant examples to add to your portfolio, you can create items that demonstrate your skills.
Add short a job description to your position at Phoenix Publishing House in your employment history. A job description is especially important when the job is highly relevant to the services you provide on Upwork. Upwork uses keywords in job titles and descriptions to match you with relevant jobs.
