Getting proposals from appropriate freelancers

I submitted a job for a linux systems administrator a few weeks ago. I invited at least seven 

appropriate freelancers to send their proposal but i only got one proposal. How can i attract more prposals ?

Maybe the amount offered for the job wasn't interesting enough? Maybe your description of the job wasn't clear enough?
