keep running up against jobs that want a 90% success rate - but I can't land that first job. Thoughts?

Ignore that. It is a default setting. Client's did not intentionally indicate that. Bid on whatever jobs you are well suited for.

You get jobs by emphasizing your expertise and your experience off of Upwork. Nobody here had a JSS when they started...

I would begin by changing your profile picture. You should follow Upwork's recommendations on that. You can also use this free tool (http://photofeeler.com/) where other users evaluate your picture.

Once that's done, make sure you have a great portfolio and an awesome profile.

Last but not least, BE PATIENT. It may take some time at first, but you'll get the jobs you're looking for.
