Upwork does not decide who is legally eligible to work or not work, based on which visa they have, their citizenship, place of residence, etc. They always refer you to local officials and authorities for that information.

Upwork's official policity is that if you are legally allowed to work on Upwork according to applicable laws and legal status, you are allowed to work on Upwork.
