Haven't get any job

Hey everyone, I have submitted many proposals, update and polished my profile of history, testimonials, portfolio and all after I read through on the community section and other freelancers profile to be compatible to be getting work.
After lots of submissions on proposals and much or pain yet its been the 4 weeks I still haven't get a job.
Please explain if everything is right then why is there a quota set by upwork that I am yet trying really hard every angle but still no job on upwork yet
