Hiring a freelancer

Hi,

I am trying to understand why we aren't allowed to hire a freelancer. I've made it to the hire page wher it displays the job description, rate of pay, option to bill manually, etc. I even checked the box to accept the various terms and conidtions, yet I'm not being allowed to hire the freelancer.
