Yes. Clients do hire newbies. Use your portfolio to showcase any relevant off-platform experience you have and make your case with a well-written proposal.
It's also helpful to pay attention to the clients' hiring record on Upwork.

Those are default settings that most clients don't know about or don't care about.
What a client REALLY cares about is finding sombody who can help him with his project. If you are the right person, then ignore those "requirements." Your proposal will still reach the client.
