How I can invite my existing client on Upwork

I am not new in freelancer industry. I have some existing client and I want to bring them on Upwork.  A couple of hours ago I saw on a Facebook group that if I bring my existing client on Upwork then we will able to work on zero charges. I am interested in to know more about this.

 Only if you are Rising Talent or Top Rated and you are currently neither. It is also not "Zero charges" as the client still has to pay the 2.75 % payment processing charge.
