How are you supposed to write a great proposal if you don't know much about the project?

The project description isnt descriptive nor the budget. It says, e.g., 500 budget to write articles. How many articles needed? How long is the project? How do you know if its worth writing a proposal if  you dont know these detials.

I wouldn't ordinarily respond to a posting like that, but if I were going to I would pick a length of article that's fairly common, bid the price of one article, and then write "Bid price is per article of 500-700 words. If your needs differ, I will be happy to provide an updated quote once you have provided more information."
