Its simple. Once your profile is approved you will be given 20 connect, you will also be able to submit proposal

Yes, your profile is approved. New freelancers who are accepted are receiving 20 free connects. But, since you`re account is older you won't receive any free connects. I would also like to confirm that all freelancers were moved to paid connects only. This means that freelancers on our basic plan won't be receiving free connects anymore. Thank you.
