A client may never reply at all.
Experienced freelancers submit a proposal and then forget about it.
Until you hear back from a client, that job has nothing to do with you.

There's no set time. I've had clients (not employers) respond within a few minutes of submitting the proposal, and I've had them come back more than a month later.
Submit your proposal and move on, you have no control over the process until and if the client responds.
