Welcome to the freelancer community. First thing first update your profile 100% and take the upwork readiness test under "Find Work" tab.

Next step is to apply for opportunities, take care of the following points

a. Do not copy paste your proposal, spend atleast 2-3 minutes per proposal and give reasons on why should you be hired for an opportunity

b. Apply to jobs which are relevant to your skill set 

c. Be persistent.

If you're looking for writing gigs, then you should write a much stronger profile overview for yourself and add at least 4-6 work samples to your portfolio.
