How to get referrals? Do i need to connect/make friend with experienced freelancers?

Hi,
I was astonished to see that nobody talks about referrals. Experienced freelancers have plenty of work and so does the invitation. While, on the other hand, freshers struggle for connects. To overcome this gap, I think the bridge is referrals, but experienced freelancers don't do that or may be unaware of this feature or lazy enough to bother freshers. For, whatsoever reason, what's the way to get referrals from experienced freelancers? ANY SUGGESTIONS?
