How to get the first job ?

I was thinking maybe my rate is too high ? I give a personal proposal every time i submit. I never use a template, and i respond on every question's the client asks. Sometimes i see expert profile with 5 or 10$ a hour. Is this normal here ? I really don't know how to think about that. that discourages me.

I am new freelancer since february with 3 years experience at agency and corporates organizations.

I log in every day, I do specific research but none succeed.

I would like to have your feedback, please.
