How to win a job with 40% JSS

Hi everyone, I register myself 2 year ago. At that time, i am not much serious about free-lancing. I sharpe my skills and now came back to earn some my money but i see my JSS is 40%. I bid with average rate and my bid content is also well described (I think) to convince the employer that i am the right choice for his/her project. But due to my JSS (40%), I did not even win the open PMB to discuss the project with client. Any advice or advices.
