Hi Vadim,
Could you please try to clear your cache and cookies or try using another browser to check if you`re still experiencing the same issues on your end. You can find payment methods available in your country by going to your Settings> Get Paid and clicking Add a Payment method. Check out this help article for more information.
Additionally, try to complete the W-8BEN form in your Settings. If you don't have a registered company please provide your full legal name in that field, along with your personal address on the Tax Info page under Settings.
