I am trying to bill my client for hourly work but it wont let me close out the contract.

If you are using using Upwork's TimeTracker app to just engage it when you start a work session and disengage it when you finish the session.
You don't need to do anything beyond using TimeTracker. Upwork does all the rest - invoicing your client each week, collecting payment and passing payment on to you about 10 days after each Upwork work week ends Sunday night UK time (UTC, actually).

Hourly contracts are meant to be logged using the Time Tracker. Your payment is protected only if you use it properly to track your hours while you're working, so it's the best option for hourly contracts. If you did not do that this time, you can add them as manual hours and the client can authorize that payment. Just be aware that manual hours are not protected, so relying on them to get paid is not a good long-term solution.
