I can not submit the proposal

I have created a upwork account.But it does not show any connect.When I want to submit any proposal,it shows "The request could not be completed. Please try again. If the issue persists, please contact Customer Support.".But why?

It is more than 24 hours.My profile does not show any thing.Is it active or still under review?
