I checked, and I don't see limitations on your account that would prevent you from submitting your proposals. To submit proposals, you will need to have Connects. Since you are new to Upwork, please consider checking out these excellent Upwork Academy courses to help kickstart your Upwork journey:

How does someone qualify for payment protection if the need to be ID verified but according to the help info need to be invited to do this?
What real protection is there of payment under 'hourly payment protection'? Does anyone have any experience with this:
I have created upwork account about a month ago.
Someone said I have to verify my account with my ID card. But I can't find any link to submit my ID card.
In the community I can find this link but this one was invalid for me.
