I can't submit a proposal

Hi! I'm a newbie here. Just want to know if what seems to be wrong, when I click on the job post to submit a proposal, the "submit a proposal button" is grayed out. On the top part it says, "You must complete your profile before you can submit a proposal." But then, I believe my profile is already complete. Can this be fixed?
