I am new in Upwork. my profile 100% Okay here my profile link **Edited for Community Guidelines** But I can't submit proposal where i am going to submit then showing to submit a proposal, update your profile rate to $3/hour or more. Could you please advice how can I submit my proposal?

Lusato is correct. Upwork does not support contract rates under $3.00 per hour (including the Upwork Service fee) for hourly contracts. You can check this help article.
