I cannot submit a proposal

I was able to yesterday but when I tried today all it does is show me an empty page???  I have plenty of connects.  Please help.

I submitted my very first proposal but now I receive a blank page when I try to go to the next job.  Is there a time limit when you are new for submitting to the next opportunity?
