I couldn't request for a freelancer profile....

I don't know why but I couldn't create a profile on upwork, I've tried 2 accounts sofar but no luck.I'll attach a ScreenShot of the error I'm getting every time I try to create a profile and I request to everyone that please tell me the solution if you know.
