I'm having trouble with adding Paypal as billing method and keep getting verification error

When I go to add my business PayPal to my billing options when hiring a freelancer I'm getting a non-verification error. My PayPal is verified and I'm not sure why I keep getting this error.  I never have these issues on other platforms and this is the first with using Upwork.
