I'm unable to submit a proprosal

I've tried on Microsoft Edge and Google Chrome. It doesn't seem as though my account is under review.

I am still experiencing the same issue. I press the "Submit Proposal"
button and nothing happens. When I scroll up, my Connects have been used.
However, when I go to a different page my Connects are replenished and when
I go to the "My Proposals" page, it doesn't show any "Submitted Proposals."
