I provided my RFC, but my balance still shows a withhold of 20%, is that normal?

I'm new to Upwork. I read that I need to provide my RFC or else the system will uphold 20% of my earnings. I did that a couple of hours ago but my balance still shows my payment minus 20%. Is that normal? Does it usually take that long to update? Does it have to do with the "services on hold" message that prompts me verify my identity?
