ISSUES WITH LOCAL OPPORTUNITIES

Hi! I am new to upwork and I wanted to submit to a project which is based in the same city which I reside. However, upwork isn't recognizing that we are both in the same city and keeps giving me an error note that the opportunity is restricted only to locals..however, I AM local 🙂 Is there a tech glitch?? Do I need to change my zipcode to be the same to be recognized (??) Please help - THX!!
