In progress jobs: shouldn't the listing be closed then?

What does it mean when the same job post is listed as an 'in progress' job, but the listing is still active and accepting proposals? Shouldn't the listing be closed if someone is already assigned to the job? Should freelancers waste time submitting proposals in this case? Thanks

Hi Jeremy, 

We are not privy to information why client's keep their job posts open even after a freelancer has already been hired. There are instances when the first freelancer hired didn't work out, and the client goes back to the proposals to his job post to hire another freelancer.
