Invite to a job - already a job offer?

Could you please tell me the following thing... if I click on "Invite to Job", will I already make a job offer to a freelancer, or it's just an invite to have a look at my proposal?

It is just an invite to discuss your job 🙂

The HIRE NOW button creates a job offer.
